Reccomend a city destination in Europe?

Hi there,

Me and my sibling intend to go to Europe for a short break (1 week and a bit) in March. I am the kind of person to look at every painting in a museum and he is more chill, so we will be doing different things on some days. We are looking for a reasonable size city where we won't run out of things to do. Both of us like history and architecture. Preferably a city that is not too hilly (more pedestrian friendly). Also the weather needs to be okay in March it can be cold though (just want to avoid rain). A plus if there are some interesting small towns to visit by public transport for a couple of day trips.

Cities I have been too and really enjoyed: Madrid (Especially the days I visited Toledo and Segovia)
Budapest
 
Maybe its a good idea to visit the (south-west) coast of Portugal. Not sure how rainy it is, but its 'flat' and has some great cities. Think about Porto, Lisbon and Faro. But it will be rainy. Most holiday destinations are quite rainy in Europe in March.
